Peru and Ecuador Brace for Coastal El Niño: Flood Alerts, a Suspended Anchoveta Season and a Hydropower Paradox

The two countries that gave El Niño its name are once again first in line. Peru's multi-agency ENFEN commission, in its Communiqué N° 13-2026 issued on 17 July 2026, maintained its "Alerta de El Niño Costero" and now expects coastal El Niño conditions to continue through April 2027. The most probable outcome is a strong event, and ENFEN does not rule out an extraordinary one toward the end of 2026. Offshore, the numbers are stark: NOAA's weekly Niño 1+2 index — the far-eastern Pacific region hugging the Peruvian and Ecuadorian coast — reached +2.7 °C, running ahead of the +2.1 °C anomaly in the central-Pacific Niño 3.4 region for the week centred 15 July 2026.
Across the border, Ecuador's government raised its El Niño alert to orange after INAMHI and INOCAR confirmed anomalous ocean temperatures, and the national risk agency SNGR cites an 81% probability of a very strong event in the second half of 2026 running into early 2027. The mechanism: why warm water floods a desert
The physics is well rehearsed here. In normal years, trade winds drag surface water westward and cold, nutrient-rich water upwells along the Humboldt Current. When the trades weaken, that upwelling collapses: the thermocline deepens, warm nutrient-poor water blankets the coast, and the ocean starts feeding heat and moisture into an atmosphere that sits over one of the driest deserts on Earth. The result is convection where there is normally none — torrential rain, huaicos (debris flows) and river flooding concentrated in Piura, Lambayeque, Tumbes and La Libertad. ENFEN's outlook points to air temperatures well above normal along the entire coast in July–September, normal-to-above-normal rain on the northern coast, and — the key flood-risk window — above-normal rainfall on the northern and central coasts in the summer of 2026–27. Andean regions, by contrast, are expected to see normal to below-normal rainfall. The fishery is already feeling it
The anchoveta — the backbone of the world's largest single-species fishery and the dominant source of global fishmeal — responds to El Niño before the rains arrive. Peru's production ministry PRODUCE suspended the first 2026 anchoveta season on 12 May and extended the pause to 10 June 2026, acting on IMARPE reports that warm Kelvin waves were pushing schools deeper. The restriction zone runs from 6°S to 14°S within the first 30 nautical miles. ENFEN's July communiqué describes the stock as "withdrawn toward the coast and deeper than normal, with greater expenditure of energy reserves", while warm-water indicator species — sierra, ayamarca and samasa near the equator, and oceanic visitors such as skipjack, yellowfin, chub mackerel, billfish and sharks — move in.
History gives the calibration. Catches fell 55% in 1972 and 51% in 1973 around the 1972 collapse; in 1997–98 fishers reported landings down roughly 80%. FAO analysis suggests Peru can lose up to 5% of national income in strong El Niño years through fisheries and crop losses combined. Because Peru dominates world fishmeal supply, closures transmit quickly into aquafeed prices and the cost base of salmon and swine producers globally. Strong events also bring grim wildlife signals: sea lion and fur seal pups starve as the food chain beneath them empties.
Ecuador's hydropower paradox
Ecuador faces the counterintuitive version of the problem. The coast will likely get more water than it wants — floods, landslides and higher temperatures are all in the SNGR's warning — but the country's electricity does not come from the coast. Around 90% of Ecuador's power is hydroelectric, and 4,308.95 MW across 33 plants sit in the eastern, Amazon-side basin, where El Niño typically reduces rainfall along with the Sierra. More coastal rain therefore does not mean more electricity; the reservoirs that matter are on the side of the Andes that dries out. During the 2023–24 Amazon drought Ecuador had to import power from Colombia to avoid blackouts — a warning of what a strong event could repeat. Historical calibration
The 1997–98 event remains the benchmark for this coastline. Peru alone suffered infrastructure damage of roughly $3.5 billion — about 4.5% of GDP — and more than 200 deaths, within a global event blamed for around 23,000 deaths and damages estimated between $32 billion and $96 billion. Those figures are not a forecast: impacts are probability shifts, not certainties, and preparedness has improved since the 1990s. But ENFEN's explicit reference to a possible extraordinary magnitude is precisely why the alert system exists.
What to watch and when
The oceanic peak is forecast for November 2026–January 2027, with ENFEN expecting Niño 3.4 to reach very strong magnitude in November–December 2026. The Peruvian flood season proper arrives with the austral summer rains from roughly December through March; the fishery question resurfaces with each IMARPE survey and PRODUCE season decision. ENFEN's next scheduled communiqué is due 14 August 2026. For Ecuador, the indicators to track are reservoir levels in the Amazon basin, the electricity import balance with Colombia, and execution of the response plan announced in July.
