India's Monsoon Falters Under El Niño: A 90% Forecast, a 20% Sowing Gap and a Sugar Export Ban

The world's most consequential weather system is underperforming. In an updated long-range forecast issued on 29 May 2026, the India Meteorological Department lowered its outlook for the southwest monsoon to 90% of the long-period average, with a model error of ±4% — below normal nationally, about 780 mm against a June–September norm of roughly 870 mm (the 1971–2020 LPA is 868.6 mm). Behind the headline number sits a much sharper probability shift: IMD puts the chance of a deficient season (below 90% of LPA) at 60%, against a climatological 16%, with 24% on below normal, 14% on normal, 2% on above normal and 0% on excess.

By mid-season, kharif sowing was running about 20% behind last year — roughly 35 million hectares planted against 44.3 million at the same point — with rice area down 0.9 million hectares to 6 million. India is a top-tier sugar exporter, so the ban transmits the monsoon deficit straight into world prices — and it lands in a soft-commodity complex already stressed: drought covered more than half of Côte d'Ivoire and about two-thirds of Ghana as of late March 2026, driving cocoa to a 7½-year high; robusta coffee is concentrated in drought-exposed Vietnam and Indonesia; and rice closed up 9% amid an FAO/WFP scenario — a scenario range, not a forecast — of 20–50% output falls in affected regions.
