Unlike 1982-83, which ambushed the world, and even 1997-98, which outran early expectations, the 2015-16 event unfolded under the most comprehensive surveillance any El Niño had ever received. The buoy arrays, satellite altimeters and coupled models built over three decades tracked its rise from early 2015, and warnings went out worldwide months ahead. The World Bank and UN agencies urged governments to prepare, particularly across Africa and Southeast Asia.

The preparations mattered — famine early-warning systems and humanitarian mobilization almost certainly saved many lives in drought-stricken Africa. But 2015-16 also demonstrated the limits of prediction as protection. A forecast cannot make rain fall on Ethiopian highlands, keep drained peatlands from burning, or cool the water sitting on a reef. Where the vulnerability was structural, the losses came anyway.
